Dr. Who pretty much sucks. I'm sure the suckage factor played into Spielberg's decision.

This was back in the early '90s. Doctor Who had been off air for quite a few years, and there was little prospect of the BBC reviving it.

Spielberg was approached actually to make a new series, with decent storylines and high production values. Negotiations didn't come to anything, and when a Hollywood-style TV movie was actually made in 1996, it wasn't a great success - making a Spielberg revamp even less likely.

All of which made the recent Russell T Davies resurrection unexpected, and very welcome.

How would anyone here know the answer to this question? And I have to ask the same question someone else did. What is a Dr. Movie?

He already has, it was god awful.
It was about 1996.
The Dr. was Sylvester McCoy / Paul McCann,
The Master was Eric Roberts.

I would assume that since he would be hamstrung into what the movie could or could not do, he passed on it.
