This has long been a subject of much debate and to this day, no one is absolutely sure which is the oldest civilisation. This is mostly because people cannot agree on the definition of the word "civilisation". The most common definition of civilisation is “an advanced state of development in human society, marked by progress in the arts and sciences, the extensive use of writing, and complex political and social institutions.”
Essentially, Mesopotamia (parts of modern Iran and Iraq) is the most decided upon answer to your question, based on archeological evidence and the above definition.

The oldest unchanged government in the world is the United States of America, which has its basic governmental institutions that were present when the country was founded, nearly 200 years ago.
The location of the oldest civilization is Mesopotamia, China, and Africa. Though Mesopotamia is so far detached from its ancient roots, due to the influx of Arabs, Persians, and of course the religion of Islam, that the modern Middle East bears little resemblance to the ancient Sumerian civilization that existed thousands of years ago. China, as well, has diverged culturally and ethnically from the original inhabitants of the yellow river valley. African tribals, if they can be called a civilization, have been in existence unchanged for thousands of years, so African tribal culture is technically the oldest.
In terms of cultural descendency, Egypt is probably the most unchanged from its ancestors. Egypt has always been in a peaceful region of the world, its location in Africa giving it a slendid natural isolation allowing them to craft an intricate, fascinatingly ancient culture, not subject to frequent foreign incursions that plagued Europe and the Middle East.
