No. The biggest problem you will run into is that there are two major manufacturers of processors, AMD and Intel, and they are totally incompatible with each other. If your computer has Intel, you cannot put an AMD in it, and vice versa. There is also the issue of different sockets even if you are trying to replace an Intel with an Intel or AMD with an AMD. So you always have to check to find out what your motherboard will accept.

No. Processors come in a variety of sockets. Only processors with the right pin-out are compatible with a particular computer.

Also, the processor has to be supported by the BIOS. This becomes more of an issue as time goes on.

Finally, the motherboard/powersupply have to be able to handle the power requirements of the processor.
