I'd like to buy 2008 BCS National Football Championship tickets, but don't want to pay the markup on sites like stubhub, ebay, or whatever. Can the public buy them directly from ticketmaster or similar? When do they even go on sale?

There are no tickets that will go one sale to the general public. You either have to be a season ticket holder for the Fiesta Bowl, know someone from one of the two teams that will play that will sell you a ticket, or have a relative that has corporate sponsorship tickets. Even though local tickets are not available, you'll be able to buy tickets (at a premium, of course) through a ticket broker like TicketsNow.com (Buy Direct), or from scalpers/ticket exchanges.

What you have to do if you don't want to pay inflated prices is. Go on-line to each bowl game site. They will have dates and prices of packages which include hotel, transport to and from game, food, etc (some air flights as well). Individual tickets are NOT FOR SALE to the general public. Hotels, airlines, and big bussiness have a standing order for every last ticket. Seen's as you need to get there (usally, unless you live there. Then tuff luck your locked out .) they offer packages including airfare, hotel stay, food, etc.
Take it or leave it. That's the only way your going to get tickets to those high demand BCS bowl games. I know it sucks, but that's capitalism for you. Us little guys get screwed. And screw hard.

those tickets are hard to come by because more than half the tickets go to company sponsors and alumni. the other half are sold to the public but i think students get the first shot at them

I would search and/or monitor the http://www.ncaa.org website for information on when tickets go on sale.
