I agree. I worked out the problem and I think that the answer is 16 miles.

You have bungled this in the retelling. It is solvable only if you specify that this is a round trip - a flat run, up a hill, then back down the hill and back to the starting point. Even then, the only reason it is solvable is because the average speed on the hill is the same as the speed on the flat.

You can guess in the neighborhood of 16 miles. You could solve it with grade and height of hill, or two of the three distances.
