We have tried putting people in them, but, I think it be hard to get horses in them. ;-)
Be sure you know what you doing on removing a catalylic converter! The computer use sensors and if it not there can run an engine rich/lean. Just like not having a thermostat puts the computer into a "Closed Loop" and runs rich like it need the "Choke" on for a cold engine!
The best performance upgrade for money is Headers and air flow. Fuel injection adjust the fuel for the air. A carburetor may need manual adjustment or larger jets. I can not give an exact HP gain, but, rule of thumb is probably 10-20% with a loss in fuel savings. More air flow requires more gas! ;-)
Just my opinion on this and there are others.

Those catylytic converters are really restrictive and the flowmasters vs. stock i would say you would gain atleast 20 with the converter off to togther anywere from 25 -30 hp

Ask flowmaster but I am guessing somewhere in the 15 to 20 hp range. those cars had a pretty efficient exhaust anyway, if the converter is partially plugged (quite likely) you might notice more. Mostly what you will notice is a better sound and that aint all bad.

That car is not a great investment to put money into. I know pride is an issue, but when even my dad's 427 69' Stingray with 500+ HP got waxed by an early 911, it was time to realize what the vette was not.
Get rid of it, and find something more fulfilling.

That won't help much,maybe 10-20 hp.But,if you also remove the air pump,install headers,swap out the carb for something from the early 70s,a good air cleaner,turn the timing up a lot,you'll feel a noticeable improvement.All the things we have discussed here are illegal to do on any vehicle registered for public highway use.

Not much, Maybe 10HP at the most.
Those engines had REALLY restrictive cylinder heads, weak cams, etc. They just can't breath, even if you cut the exhaust completely off. They are also really low compression.
You really need a new set of aluminum cylinder heads, flat-top pistons, a dual-plane intake, and a camshaft with 210-215 degree of duration at .050" on the intake lobe. That will REALLY wake things up! Get headers if you can afford it now, but if not get them later.

20 at the most. That was a smog era car which was detuned very much. Best bet is go thru the engine and redo heads new cam bump up compression ratio.
