I feel its got to be APOCALYPSE or THE PHOENIX..... Anyway, please help me with this....

The Phoenix is a cosmic force not a mutant. Juggernaut gets his powers from a magical gem and is also not a mutant. As far as most powerful in the X-Men it's got to be Professor X. It's hard to beat someone who could just shut down your mind. He has beat Jean Grey when she didn't have the Phoenix force ,as well as Magneto, and as explained in Age of Apocalypse crossover Apocalypse is scared of him. But the most power mutant in the Marvel universe that isn't an X-man is Franklin Richards. He has Galactus level power.

dark phoenix is all powerful....but she is "dead" for now, apocalypse is powerful but he has been beaten too offen and is rearly the one doing the fighting instead sending others to do his fighting.
i say storm is the most powerful, she can control all the emelments, create a hurricane just to blow you away, send down lightning, make rain and can also make it into a blizzard,generate winds that can push a pencil through a tree hmmmm sounds an alful lot like marvels most powerful hero on earth, ...thor

One that people tend to forget was Legion. Once his mind healed itself, he was considered to have virtually no limits.

Phoenix is a good call but since its based on the Phoenix force and not Jean Grey all alone, my nod goes to Legion

If by the STRONGEST you mean PHYSICAL STRENGTH (and also limiting the answer to an X-Men) the answer would be the Beast. Who according to the Marvel database can lift 30 tons.
