Do I want 10% of my gross weekly benefit withheld for Federal Income tax?

You probably do. Unemployment comp is taxable income. If you have any other income for the year, you'll probably owe tax, so it would be a good idea to have some withheld. If you end up not owing that much, you'll get it refunded to you when you file your tax return.
