These are all good schools. Personally I'd rank the California schools a little higher academically, but I'm more familiar with those schools and therefore a little biased.

African-American enrollment at UCLA has doubled in the past year or so, after a sharp but brief drop - the administration made a concentrated effort to encourage African-American applications. UCLA is a very diverse and exciting campus, so there would be a lot to explore and enjoy there.
USC has a very strong African-American community and offers the same quality but at double or triple the cost, so be sure to consider the cost; also, it's located in a notoriously unsafe neighborhood
Berkeley is also a good school, and definitely an urban setting, but the African-American community is centered more in neighboring Oakland.

Georgia State, I'd say. I live just north of Atlanta, and I've been there, it's a really nice campus, it's right in town, and it's extremely diverse, and 1/2 to 3/4 of the people there are African American, and there are people from all around the world that go there, particularly from Africa, the Middle-East, and Asia. It's a very good college. The MARTA (Metropolitan Rapid Transit Authority) train goes right to it (it even has a stop for it). The MARTA trains aren't that bad as long as you get a car near the front. They're nothing like the subways in New York. Occasionally you get a homeless person standing in front of the train in the tunnel that won't move (that's actually kind of funny if you listen to the argument between the drive and the person), but eventually he'll move and, anyway, that only happens, like, once a year. They have a really good reputation.

UC B is definitely the most prestigious of the schools on this list, although certainly USC and UCLA are also highly respected. There are significant groups of AA students on each of these campuses, so I dont think you should worry too much about the diversity, You will have some kids to hang around with.

If you want to stay in the East, I think NC State is a good choice, but there are probably a lot of other schools you should be considering... what about Temple, American, George Washington, U Md, some of the NY city schools? BU, UMass Boston, Loyola of Chicago or UIC? There are lots of other good choices....

Aren't you looking for the place that offers you the best chance to learn (i.e. has the best program for you)? I can see why a black person would want to go to school with at least some others of the same race, but I don't see "diversity" as being high on the list of things you should be looking for.

Geaorgia State University is probably the best choice for diversity and in an urban setting. My second choice would probably be NCSU.

Se if you could do a campus tour to as many as the colleges as you can so you get a better idea of the settings as well as see which school is ultimately best for you.

Visit as many as you can, and ask about their diversity. Do an overnight stay if possible and try to experience the lifestyle - that will help you see where you're comfortable.
