I work in a government agency that issues passports. It MUST be an original birth certificate. You get it back with the newly issued passport.

i hope you don't need it REALLY soon... it took ours over 10 weeks to show up. I had to go get a copy of the official birth certificate from the health department. You have to send it off with your application.

In the UK you need to produce your original birth certificate, not a copy.
You will get your birth certificate back.
