The most common version of this superstition in use today is that it means that some person has just walked over the spot of ground where your grave will one day be.
There are, however, several different variants of this one, though—generally bad. (Oddly enough, this one does not appear in the more comprehensive of my sources.)
• Some spirit is passing close to you.
• Death, though perhaps not near you, is said to be looking your way.
• Some person just walked over your future gravesite.
• You've just been touched by an "Ankou" (Churchyard Watcher — a spirit assigned to collect those who're soon to die, sometimes said to be the spirit of the last person to be buried in a particular graveyard and seeking a replacement).
Some of the above did not long survive the transition from Europe to the Americas.
As perviously mentioned, this is generally meant—especially in the US—to be the "grave" variant of this superstition today.

Depending on the rate of deceleration, the earth would end up in a similar situation as the moon is to us, only worse. Gravity would not change. Assuming rate of deceleration is slow enough to accommodate gravities pull. Mass of the planet is what gives us gravitational pull. Not the rotation. As the planet slows there would be notable changes. Over time, days and nights would grow longer and depending on where you live, hotter or colder. Each seasons would last longer and longer. Soon the planet would come to a stop and, like the moon is to the earth, the earth would be to the sun. The same side of the planet would continually face the planet it orbits. One side in continual darkness the other in continual light. Soon the locations closest to the sun and the parts located furthest from the sun would seek shelter closer to the light equator. The middle ground. This is where tempters would be ideal for supporting life. Animal and man would seek this area of the globe. Eventually, become over populated by both. Over time, the population of the planet would dwindle to within levels able to sustain life with the new given planetary environment. Man would continue.

A shiver down my spine usually is a psychic indicator, I've gone around the right thinking, I've got it, "so true it gives me shivers". It's an indication of some kind. What we were you doing when you got it? That will tell you what it's for.

Well it only depends on where you are if your somewhere where the temperature is cold and you shiver your just cold. If your in a warm place there might be some sort of ghostly precence in the room. It can mean you no harm or it could mean to harm you.

Depends. Some say you feel that when a spirit is around.
Native Americans say if you hear something that is True, in regard to you personally, you will shiver.

Some say it's because a ghost is near. Others say somebody is watching you. And there's also you could be in the presence of an evil/horrible/etc. person. Who knows? What were you doing/Where were you at when this happened?

Rarily it is the air conditioning. Most of the time it's my guide letting me know she's there if I don't feel threatened. If I feel a threat with it I know to leave the place that I'm at and not look back.

Hi Sweetie,
When I was little we called it the creeps, My mother always told me that it was someone passing over your grave. As I got older, I would get the same feeling before something unexpected was about to happen.
