Well first you need website or a free Google blog (Blogger.com). The website will need to be on paid hosting as most of the free hosting companies do not permit Adsense.
Then open a free account with Google and apply for Adsense.
Once approved you will be given a publisher number.
Select the size, style, colour of the ads you want, add your publisher number then copy and paste the html code into your website.
The ads will automatically be targeted towards your website's content

and follow the directions at the site.
By the way, that signup-google-adsense.atspace.com URL is a Phishing scam, intended to steal your information. Since bank account and tax information is among the submitted data, you REALLY don't want to follow a fradulent link.
