At first I thought you could not, but then I did a little research.
Apparently there is a device that can be hooked up to your laptop via the USB port and will allow you to utilize the screen as a touch screen.
The only downfall to this would be the possibility of your LCD screen getting scratched, a screen protector may limit this possibility.

You can't.
A touch screen has an array of sensors in the screen and it's surround. In order to convert a laptop to a touchscreen, you have to sell it and buy a new touch screen model.

Yes,
You can but them almost anywhere.....
They are called Tablet PCs.....
They are instantly recognized by the fact that the screen turn 360 deg.
They usually have a stylus to activate options rather than your finger.... Because of the oil in your skin.
