I'm asking because Iraq's foreign minister said a quick pullout will incite a civil war.

Sure they are. How many countries have been fighting over religion for thousends of years. Iraq was controlled by Saddam but religion was at the heart of hatred for years. Now, people in Iraq are asking for a new leader in his image. This was just in the Columbus Dispatch, OHIO this morning.
