More governments are making an effort to ban the practice, but it is very deep rooted cultural tradition in a lot of communities.
And to clarify - it has absolutely nothing to do with Islam
It is a totally historical cultural practice
Kind of similar really to the practice of slavery which was so prevalent in England and the United States at one time having nothing to do with Christianity.

Egypt banned the practice a couple of weeks ago, hopefully other countries will follow suit. But as a previous poster stated, it's a deeply-rooted tradition in many cultures, so it will take time.

Absolutely. While many countries are outlawing it, in some african countries as many as 98% of women have been genitally mutilated.
