I need to change or hide the Ip via internet in order to use some public services that anyone can use,
What do you recommend for this issue? e.g

Unless you have a static Ip address from your Provider. Your ip address changes all the time. If you are trying to do something and cover your tracks. changing your ip address will not help. You are actually tracked by your MAC address which is hardcoded into every network card. And every Networkcard has a unique address

This does not make sense. Your public IP addess is provided by your ISP as your "link" to the internet. It is controled by your ISP, not you.

Even if you have a dynamic IP the ISP controls this.

When you access an on line e mail server, the server needs your IP to route the mail to you.

you can hide and cannot change your IP address on the internet.
