Yup. If you are running OSX, then it will read it just fine.

If you wanting to also continue to use the hard drive for the PC, then I don't know. Otherwise, you can use the Disc Utility to reformat the hard drive. That's what I had to do with the one I just bought. It was pretty easy.

If the Mac can read from and write to the FAT or NTFS PC filesystems, yes. There's probably some extra software to do this, if MAC OS X doesn't natively.
