Acids are sour substances that have a pH less than 7. For something to be acid there should be more H+ ions than HO-(negative) ions.

Bases are bitter substances that have a pH greater than 7. For something to be a base there should be more HO-(negative) ions than H+ ions.

I made my own definition. I did not cut it and paste from any other website, like the guy above me, who got it from Wikipedia.

Many of the answers so far have given you properties of acids and bases, (such as acids turning blue litmus red). You have also been given the Bronsted-Lowry definition which is that an acid is a proton donor and a base is a proton acceptor. The simplest definition is the Arrhenius definition, which says that an acid is anything which increases the H+ ion in water and a base is anything which increases the OH- concentration in water.

An acid is a proton donor (donates H+).

Often represented by H-A it is a compound that, when dissolved in water, yields a solution with pH < 7.0 due to HA + H2O -> A-(aq) + H3O+(aq)

A base is a proton acceptor (receives H+).

Other definitions describe bases as donors of electron pairs, or the source of hydroxide ions. When dissolved in water, bases yield an alkaline solution with pH > 7.0

There are several definitions for acids and bases depending on whether you want Lewis, or Bronsted and etc.

Acids are protons donors, they begin with an H. They are caustic, react with metal to give H2 gas, react with bases to make salt and water.

Bases are proton acceptors, they end in OH. They are caustic, react with fats to make soap, react with acids to make salt and water.
