Depends. Africa's been scarred pretty badly from colonialism and infighting. If they're nations with the same backgrounds. If they're different cultures with some differences, I doubt it (Look at yugoslavia, they were as close as they could get to while still being different [except for the muslims-catholic-easternorthodox thing])

Africa has been badly exploited because of its inability to fend off foreign colonialists to this day. Of course, now the imperialists hide behind the Shell and BP logos or allow proxies to murder and enslave so that the west may get its precious diamonds and cocoa. A united Africa is a good idea, as is a United latin America and a functional and sovereign Arab league.
Thirdworlders are not poor because they choose to be so. Our resources have been plundered and our governments corrupted. THe only way to play in the globalized playing table is to unite, to group our resources and know how and to kick out First World colonials. Not demographically, for sure, that kind racial cleansing is too first world for our taste. But the corporations and the interests of the first world must go.
Third World Unity, as Manley, Nasser, Mandela, Che Guevara, Castro, Chavez, Ho Chi Mihn and Nehru all knew (know) is the only hope for our independence.
Those who dismiss our capacity to achieve unity, no doubt trust the imperialists to murder our leaders as they have always done. As they murdered Allende and Lumumba and Che. We will answer to such violence accordingly, it is a small world, and your racism will deprive you of our sympathy.
We have the resources, the food and the oil. If you would rather not starve, it would be smart to stay out of out affairs and buy our products at fair prices. We can do well without you racists. After all your plunder, we are still resource rich and you... all you have are guns. Heh, that don;t feed the people... no no no.

I think they would screw it up as they seem to screw everything else up. I don't understand why so many Africans and South Americans still blame colonialism for their economic woes. They take comfort in the ages-old excuse that outsiders are to blame for their internal problems. Sure, there was exploitation, but that was a long time ago. It is mind-boggling how much aid (read free money) has been poured into these areas without producing a visible improvement. The underlying problem is population vs. resources. Not one single government in a poverty-stricken country is encouraging contraception. Why is this overpopulation not being addressed? The answer always seems to be to throw money at it. As long as that is the practice there will always be problems in those areas.
