There is a notion that Madrid is not on a river. Nonsense! It sits on the Rio Manzananeres. Which European capital cities are not on rivers?

I'd be surprised if any are not on rivers. We could be talking some pretty small rivers here. If you included Edinburgh as a capital, it would technically be on the Forth, but it's tidal well upstream from there. The Leith Water, a very minor river runs through it though, and the Almond {another minor one} is at Crammond.

i agree with Pat, the fact that a place becomes powerful is because they are cited near or next to good resources, rivers being one of them because they provide good trading for the city which built up its power years ago
