The wireless LAN card is kinda like your cell phone. It transmits and recieves a signal from a router "hot spot". The "hot spot" is a place that sends and recieves a signal to the wireless cards, but it is also connected to the internet or LAN.
If you are using this at home, you will need a wireless router to connect to your internet. Without the router or a connection point, your wireless LAN card will be pretty much useless for your own network at home.

There are two different things that this person may have meant. Most laptops do not need a wireless LAN card, since they already have them built in. You would have to have a really old laptop for you to need a PCI wireless LAN card.
What this person may have meant is a PCI wireless broadband card, which Sprint and Cingular both make, which is actually a broadband cellphone that can uplink anywhere you can make a cellular phone call. You don't have to be in a WiFi hot spot or have access to a LAN. It costs about $50 per month for unlimited usage.
That's how I connect, and it works pretty well. It's not quite as fast as a LAN connection, but fast enough, and it has a much, much wider range (as in 10 miles from a cellular tower, instead of 100 feet from a router).

It is a card that is necessary to connect to a wireless network server. You can get them for about $30. If you have a notebook that you purchased lately, you probably don't need it.

802.11 cards, they are standardized except you may need particular variant: a/b/g/n in either PCI/PC Card/USB denomination.
About $30 if you look for sales of new merchandizes Lower if you look for 2nd hand deals.
