There is no best laptop as such,

you just need to make sure it has a large hard drive (240gb is a good size)

Playing music and videos does not take much from a processor and you are probably looking at 300-500 quid.

Toshiba makes the best laptops. I would highly recommend a Toshiba Satellite M65-S9092.

That's a very easy job for any laptop. Any cheap laptop with a big hard drive and a burner will do.

Anyway, they can all download stuff. For playing them get the best laptop you can afford with good graphics capabilities.

If thats all you need it for, it doesn't really matter which one you buy.
You might want one with a big hard disk to store all the files on, but beside that, just pick one you like.
