Because many people are afraid to be looked upon internationally in a "bad light," and are only happy when they are in a "good light." Personally, I can really care less what an European citizen thinks of myself or my country!
Edited to add: Why is it, that if I do not care about what a non-American says, that makes me arrogant and stupid, but I am just a stupid tobacco chewing redneck without an education compared to the far superior educated citizens of another country, if I say something about their country? Why does it seem that it is wrong for myself to be proud to be American, proud of our values, proud of our status, proud of the sacrifices this country has made for our own benefits, as well as the benefits of other countries? Seems as if WWI and WWII are quickly forgotten!

Well, it is true to say it is the government. In terms of the people, some are certainly pretty stupid and ignorant. In fact would say 90% are. I would be pretty happy to right the lot off, except for that last 10%. They are solid gold. So while I hate Americans generally, that 10% are good enough that I don't bash the US full time.

It happens everyday in all walks of life - not just Americans. When things are going bad, people want to distance themselves as much as possible. When things are going good, people want to be part of the crowd. It's not different from companies that offer up a scapegoat when things are bad and then fall over themselves when things are good.
That being said, I frequently find it difficult to take much pride in my government because I know it's not really working for me. Even when it does things I like, it's usually out of consideration for political motives rather than because it's the right thing to do or the best course of action.

Idiots, they are idiots. You can not separate the people from the government. The rare cases where you can the people will end the government themselves.
We elect our leaders and they are to act in our interests. If we don't like what they do we have the option to replace them in the next election.
I am a proud American and what the world sees as bad I often think is in our best interests and we must first take care of ourselves before we even notice you.

Google- the cattle discount act. This remains to be a factor of competition even in these days. It is an unjust regulation that specially goals navajos, and maintains us restrained as to how a lot sheep we will possess, thereby stopping ranchers from prospering and enlarging their herds.
