Gandolfini wins hands down. There's a reason why he's been cast as a mobster in so many things. He has that really strong persona, and he just looks tough and battle hardened (kind of like Tom Sizemore).
As far as I know, all the actors you mentioned except for James Earl Jones have played a mobster at one time or another (though I believe both Cagney and Woods played Irish mobsters). They all do a good job, but to me, Gandolfini just looks the part, and it isn't because of The Sopranos, either. When I saw 8MM the first time, where he plays a sleazy scumbag, I was really struck by the fact that he looked totally out of place in that role--he just looks more like the guy who would be in charge, rather than the pathetic creep he plays in that film.
So yeah, for me it would definitely be Gandolfini.
