Water is soaking into our fascia boards and making stain down the back wall of our house; roofer no1 (cheaper) says we just need the old bitumin felt under bottom row of slates near gutter replaced with new plastic-type felt. Roofer no.2 (more pricey) says we have no under-eaves supporting other slates (slate roof about 20 yrs old), which is letting the water in, so we need under-eaves added. Which guy is right??

I don't know what Roofer #2 means by undereaves, but
I can say that asphalt felt does dry out and become brittle with age. Perhaps Roofer #1 is right. But you should get several more bids to see what other roofers say should be done.

I don't understand fully your question which should be simple.
If water is coming through and running down the back wall then the area over this, the facia, is allowing the rain or ? to come through. Your going to have to look at that area over the facia, this would be right above it. More then likely the entire roof is bad if it's this bad.
But, considering the cost and what your willing to spend, if you only want to fix this area, then your going to have to tear off these slates or roofing and replace first, the underpayment or paper, I would suggest stainless roll and then replace the slates if not to broken up.
Your going to get more then a few of these broken due to age, it will happen.

I would suggest you look at the entire roof, whether you want to or not, if these are leaking, your going to have to do it all over if they're bad and have to be replaced soon, a double cost.

I would put some money up to see that. Actually, I would pay to perform the water boarding on Sean Hannity. I would pay extra to perform it on Bill O'Reilly too.
