Hi
Do the following:
1.
Remove all the programs from your startup folder in:
start > programs > Startup
2.
navigate:
start > run> (type: msconfig)
in the startup tab, the last one, uncheck the programs you dont to startup, this means you can still start them manually when you need them, but your computer wont start them automatically.

Go Start - Run - type in "msconfig" (without the quotes) & OK. Select the Startup tab & review everything that's listed as starting on bootup. Deselect anything you can identify as unnecessary. Reboot. This doesn't affect the programs, just stops them loading at startup.
Also try typing in "prefetch" in Run, select all the progs listed & delete them. These are programs WIndows thinks you might be needing to use, and it "prestarts" them in an effort to be helpful. Unnecessary.

to reduce the loading time in your computer
1) check your startup folder which is under programs and delete all the entries except what you have placed intentionally.
2) in the run dialog type msconfig and go to startup tab uncheck any entry which not use full like realplay, msn,yahoo etc
3) go to services in comupter management in control panel and set all the servers like database servers to manual start.
then you will reduce not only the start up time but the general speed of your computer will also be increased.

As the post above said, uninstall programs you do not use.
Defragmenting your hard disk might help.
If your hard disk is near full, it will also slow down your computer's boot.
You might want to disable some of the services you don't need. If you're using Windows XP, To check what services go to control panel > Administrative Tools > Services.
Disable Services which you don't use. To avoid confusion, disable one service at a time, so that you reenable it in case it is needed.

There are lots of things to do.
Adding more Ram, Tweaking windows, etc disabling prefetch.
Clean your computer often for faulty programs/files.
Clean and defrag your registry. Defrag your drives.
And check that you don't have more then the necessary programs set to startup when you login.
If you know nothing about the windows services, do not try to disable any of them.

the biggest delay to load up is the processing of the windows registry
there are a few nice programs out there to clean out the junk
that program deleting leaves behind
other than that reformat and reinstall usually brings backs
