seedless grapes are produced from cuttings grafted on to a surrogate plant the cuttings grow the fruit without the seeds.

They genetically mutate a seed from a seeded grape in order to gain a grape without a large seed in it. There may be a very tiny seed in a seedless, just as in a seedless watermelon. But it is all the mutation.

In the same way that a hybrid between a horse and a donkey will produce a sterile hybrid - literally, a mule - a hybrid between two strains of grape can produce a sterile entity. This can be reproduced by taking cuttings, or by re-creating the original cross.

Seedless fruit of any kind has not been fertilised. The flowers are sprayed with a hormone to make them think they have been fertilised, then they grow into fruit.
The flowers have been tricked.
Try organic fruit. It's the real thing!

Grape plants are rarely grown from seed. We take cuttings from plants to grow new plants.
