The real answer is that for undergrad the material you learn is about the same no matter where you go. You won't be doing any real research as an undergrad (unless you're a seriously outstanding student). So the real discriminator is the student body you are competing with.
If you're taking Calc 1A and the rest of your class all got 5s on AP Calc in high school and you've never seen it before, you're screwed. If you're good at math and the rest of the class barely got Cs in high school, you're going to shine. That's what makes a school prestigious (which I assume you mean when you say "better").
In that respect, ALL UCs have a stricter acceptance policy than Cal State schools. UC Berkeley may be more prestigious than UC Merced, so all the 4.0s may choose to go to Berkeley, but both have exactly the same minimum standards, which are higher than Cal States, which means by definition there will always be a portion of students who got into the cal state school who could not have gotten into a UC.
So while Cal States are by no means "bad", the are not as prestigious, or "better" than the UC system. It was designed that way.

I want to say that it does not matter which is "better" but hwat matters is where you fit in the best. Although the cal state system gives a good education and should not be frowned upon in anyway, the fact of the matter is that you are dealing with the difference of a world class university (ucla) and a good regional college (csun). I have yet to meet the person who will choose a cal state over a uc. The differences in respect, resources, curriculum, world renowned professors, alumni, etc. are evident. If I were you, I'd choose the uc everytime.

hey...i just went on a tour of csun and am going on one of ucla in three days. i live in the area so ive been there before, but its different when ur going to college soon. anyways....the guy at csun said that cal state colleges are more about hands on experience and uc's are more about research. one isnt neccessarily better than the other(although most consider uc's better), they are different. it depends on what u want to study and if u like research or hands on.
