They didn't. There just wasn't much that could be done until he lost his right to sovereignty by attacking others OUTSIDE his country.
We don't do that. We've come close (U.N. peacekeeping forces), but we don't do that.

I was aware of it when I was a teen ager more than 30 years ago. There was a documentary on it that was playing in the movie theaters in Europe. I went to see it, it was back in the 70's
