Is it legal to take different parts of different photographs and combine them to make a completely new photograph that is unrecognizable from any of the original photos used. Say, if i wanted use the head of a political figure, celebrity, etc... and combine/manipulate it with parts of another photo. Not with the intent to deceive, but for obvious effects of humor.? I'm working on something for a website, and i forgot a lot of the laws about photo manipulation, using other people's photos, and public figures.... Could someone refresh me?

Yes, the question is if the work is original or not.

If you can truly say the work is original then it is yours. If it is unrecognizable from any other art work then by definition it is original.

If you are using a public image or a well publicized image, or an image that has been seen in a lot of forms of media then you can manipulate it to create an original image out of it.
