Yes, but you can't sell it.
Go to Jibjab.com and you will see some pictures of famous American Politicians singing silly songs. They never gave permission for their images to be used, but Jibjab's work has been on the Internet for years and even featured on NBC's Tonight Show.
If you don't claim that you are the person and you don't claim you made the image then you should be safe. If you are submitting it to a nationwide TV contest then it is the TV network's problem to secure the rights to show your work; because they are the ones who are doing it for profit. Sure, you might win the contest, but you are not doing the work for pay, and you are giving the rights for it to the TV Network so they have the problems with who owns the right to show what.
