The rule of thumb is on a recall, regardless of how long it has been, they MUST honor it, and don't fall for any of that CRAP about making YOU pay first.
Call Honda of North America first, make sure you have your VIN(Vehicle ID #), and find out a local authorized dealer who will do the work.

If yours was never replaced, the recall still stands. If the previous owner had the recall work done, now it is just a worn out switch and you get to pay for it. The dealer will run your serial number and let you know.
"The recall involves about 1.3 million of certain 1997 to 2000 models of Accord, Civic, Prelude, CR-V, and Odyssey. Also included in the recall are some 1999 Acura TL sedans and certain 1997 to 1999 CL coupes."

Of course there's a time limit. I think it's too late in your case, but call any Honda dealer and ask.

anything over 3 re-calls a car can be considered to be a lemon,and the factory or the dealer has to refund the buyers money on it ,if they want it,and some re-calls actually most of them have a time limit on them,but don't worry they,ll notify you of it ,and send lots of letters until you get it repaired,good luck with it .
