Becaise they're trying to disguise the fact that they really do care. They're embarrassed about what it is they want to know or their particular stance on a subject. Or possibly they aren't sure you feel the same way and don't have enough b*lls to own their opinions.

Because they are nosy idiots with no RL.
My favorite thing to do to these people is to hold my hand up in the classic "stop" mode, look them in the eye and say, "Pardon me, but I'd rather not hear what you were about to say."
