Generally the Pacific.
Trust me. Here's a thought: When you think of surfers and surfing, are you thinking New York or California? Greenland or Hawaii?
That's because the climate in the Pacific area is much warmer, as is the ocean water.

Storms form over the ocean where the surface temperature is sufficiently warmer. The very fact that more storms form over Atlantic than Pacific shows that it is warmer than Pacific.Moreover the Gulf stream makes the western side of the ocean more warmer.

The Atlantic is warmer because of the current that comes up from the south, as opposed to the Pacific where the current comes down from Alaska.

I think it's Atlantic. I also heard that the Pacific Ocean is more calmer then the Atlantic also (no as many hurricans and stuff).

The Atlantic is warmer, mainly due to Gulf Stream flowing up the west side.
From personal experience (I have been in both) ... the Pacific is much colder.
