Overclocking refers to the hardware, not the operating system.
Search online and you will find a ton of sites dedicated to the subject. It would be best to know ahead of time what kind of hardware you have.
Also keep in mind that you can shorten the life of whatever you overclock, not to mention kill it if done incorrectly.

Dude - you have to boot into bios and cpu settings.
This is really not something you want to do without experience. Overclocking will cause overheating and a cpu meltdown.
If you want to play and learn - get an old cheap machine that you don't mind frying if you mess up.

If you are wanting to tweak XP, there are many sites to guide you, But Remember What I say, Unless you are advanced with computers, and know what Backlashes That May Come, Don't fix it, If it isn't broken.... Google it, and You will get more than your desires on "Tweaking XP"...

You can't this is done internally with Motherboard and the Proccessor itself, it has nothing to do with what Operating System you are running.
