can I use zinsser primer cover stain oilbase primer to go over varnished base board if I sand it real goog first

BIN (by Zinser) is the best product for this. You don't really need to sand much, but do make sure it is clean. Clean with Tri-Sodium Phosphate, 1 cup to 1 gallon water then rinse completely. If the baseboard is high gloss, sand lightly with 120 grit paper -- just enough to take off a bit of gloss. Prime with BIN and you are good to paint.

Varnish ? Did you clean it with TSP first ?
