Get something for bath and body works and flowers. You can never go wrong with flowers.

Wow...$40-60 sounds like pleanty to me (I don't agree that you need to spend more than that--in fact, that sounds like a lot to me). If she cares about you she's gonna care more about the thought behind the gift than the gift itself--so give her something that shows that you care. Something thats related to something she's interested in is always good (like if she likes a certain band or movie or sports team, or if she loves to sing, or write, or play a sport, or whatever--get her something related to that. You can ask her friends what she's into if you don't know).

Another thing you might try is getting a box with a photo of you two on it to put the ring and necklace you got in. They take 2-3 weeks to print and ship though, so you would have to do it soon (and you would need your parents to order it for you, cause you can only order through a credit card online).

That's so nice that you're already putting thought into this for her to make it a Special Day for her :) being 3 weeks away..
DOes she wear necklaces? Perhaps get her a heart shaped necklace. See if she wears gold or silver...or perhaps a bracelet....or ankle bracelet...sutffed teddy bear...(go to walmart and see the jewelry section)
or get a photo of the two of you (get her mom to take one or ur mom or a friend one afternoon ) and put in a frame for her*,(some beautiful frames at the dollar shop) or write a poem for her about how you feel being with her and having her in your life.., take her to lunch/dinner (pizza hut or something)....or get a picnic basket together and go to a park one afternoon under a tree..then go rollerskating together. Do something Fun as well as getting a lil something for a gift would be very special. Something she'll Always remember and will Always have to Cherish~

OK see if you can up your price range a little bit. The more the better. For example, for my gf's last bday, i bought her a LG Chocolate. But for those with a lower budget, you can get her a nice bottle of perfume that you like. Cheap ones can cost as low as under $10...and expensive ones can get as high as $500 plus. I recently bought my gf a bottle of $350 dollar perfume with flowers and it worked great. That gift was for the end of school. Good luck. Buy a gift card for one of her favorite hip clothing stores at the mall, and then offer to help her pick out a new outfit. If you're successful in suggesting a good outfit, she'll always remember it. Not only did you just shell out the bucks for her, but also your time and attention.

You could get her a pair of birthstone earrings set in sterling silver. That should be within your range. ^^
