First of all, see where you downloaded those brushes (the .abr files).
Open Photoshop; Choose Edit -> Preset Manager a box with your current brushed should pop up. Click the Load button and select one file from the ones you downloaded and hit load. Repeat for all files. Now you should have the brushes there.

By the way Photoshop 4 is rather old, so brushes built with older version will not work in yours.

Depending on which version of Photoshop you are using they are all basiclly the same you must first choose the brush from the menu box on the left and then at the top left of the page in that menu bar there is another little box that will allow you to choose the size brush, again Photoshop is a Proffesional piece of Software that can be problematic for a new user without some step by step help to learn some of the basics'

likely wrongdoer is that your bypass isn't set to a hundred%. The properties for the comb device incorporate Opacity and bypass. For stable lines, determine the two are set to a hundred%. If that's no longer it, then examine to ensure that Mode is desperate to wide-spread. If none of that works, examine to work out what brush you're making use of. click the comb drop all the way down to alter the comb and/or use the comb palette. some brushes are created particularly to imitate spray paint, blades of grass, etc. those brushes intentionally do no longer create stable lines. finally, if all else fails, then probably you have replaced the comb Presets in the comb Palette. i might desire to appreciate what settings are chosen there before i could ensure a fix.

Hey m8. First, let me say I'm using PS CS 2. That out of the way, you have to install the plugins (your brushes) in an appropriate plug in folder under photoshop, or at least load them first in your PS. Once you do that, the program will identify it (if it's compatible). To check if it's compatible just go to: Help, about plug in. It will display a whole list of plugins currently installed, good luck.
