Why is it that the Police arrest people for looking at bad websites instead of arresting the people that put up the website in the first place?

Your answer is a simple one and it concerns International Law.
99% of these ellicit sites are from Overseas where the laws are not as strict as they are in this country.
So in there respective country it is not against the law and some of it in this country is not as long as certian critera are followed. Child porn is the big no no.

because usually the person putting up the bad website has hacked into someone elses ports and cannot be located at their own site..and the main reason police bust anyone on the internet is because they are trying to protect the children..and im all for that..i have 5 daughters and i would not be nice at all if there were smut pictures of my kids on some sick site..

For the same reason the police arrest more drug users than drug dealers. The users are easier to catch and there's more of them.

because the website may be over sea's somewhere or it's legal in the country where the site is hosted.
