when it snows, is sleet light snow.... or wet, slushy rain??

sleet occurs when the levels of the atmosphere are different tempetures. Say in the sky it is not cold enough to snow so it rains.(On the earths surface it is cold enough it is below 32 degreas.) But when the rain hits the layer of the atmosphere that is closest to us it freezes creating sleet. No it is not a mixture of snow and sleet what is a mix is is when some is snow and some is sleet or freezing rain.
