Good question... Star!!

Nothing can be foolproof except in a limited context, because of the universal principle of uncertainty. Therefore, a foolproof plan is valid only in so far as the context assumed remains unchanged.

There are some pretty crafty people out there and just when you think you are the smartest, someone comes along and outsmarts you. So, no...fool proof plans are not fool proof.
