I guess the operative word here is "dynamic". It means everyone with TC badge, even me - can lose it if I do not maintain answering.

Squeeze in how great yahoo is in all your answers...you become top contributor even at level one...trust me...

I suppose you have to answer a lot of questions and get a high percent of best answers all in the same category
