Here is my recommendation: You need to set expectations for your employees. All of your employees. Communicate the expectation to all of your employees. Get their agreement to comply with the new expectation and gain agreement that they understand the expectation. Once you have done this, then hold them accountable to what you said and what they agree to.
This is what it sounds like: "When you come to work, your friends should be asked not to come by the store to visit. They are welcome to come to eat, but once they are done, they should leave the store. This will ensure they are not distracting you from your job responsibilities." Once you tell them, ask, "What questions do you have?" If they have no questions, and they understand your expectations, now you have the right to hold them accountable.
The next time her friend comes in the store and remains longer than 30 minutes, ask your employee to ask her friend to leave. Once that happens, pull her aside and remind her of the new expectations. Ask again if she has questions or needs any clarification. If not, it shouldn't happen again. If it does, follow the same steps above and document the second incident. Eventually, she will get the message or you will eventually need to terminate her employment.
Either way, if you do your part, by clearly communicating your expectations and holding ALL of your employees accountable, your life will become much easier.

I know it is rather distracting, unless she is taking up space for paying customers or interfering with operations, you may consider ignoring her, in time she will become bored with the routine and find something else to do.
Also, you may consider a policy that friends and family are welcome as long as they are customers, customers stop being customers a hour after being served. State it is OK for their ride to appear 30 minutes before the end of their shift.

I don't think you have to make the policy for all employees. You need to take her aside and tell her straight up that this behaviour is inappropriate, that if she is old enough to have a job then she needs to act professionally and lose the friends while working.
