All gouramis can as well as a few others including cory catfish. You don't need any additional air pumps if you have a filter on your tank. If you don't a single fish is the best way to go for you as you will have to change so much of the water so often to keep the fish alive and because with too many fish in an unfiltered tank, the ammonia will build up and kill the fish within a day or two.

This worries me, so you're basically saying you want to overcrowd a tank as there won't be enough oxygen in the water? I really hope not.
The Labyrinth organ is like an emergency air supply for a fish, and doesn't develop until the fish matures sufficiently. Don't force the fish to take in air unless they absolutely have to, otherwise it's a bit cruel.
Make sure you know how much fish you can safely have in the tank without artificial support.

all of the labyrinth fish are capable of doing such.
example are dwarf gouramis

some catfish are able to do so too, you can tell if the catfish species is able to do this if they havesmall gills.

eels are also able to breathe the surface.
