I am not aware of aluminum smelters in Caribbean countries.

Several Caribbean countries produce aluminum ore called bauxite, which is shipped to countries which have plenty of electricity such as Canada, France, USA, Norway, and Iceland for smelting.

Aluminum production requires great amounts of electricity, so in addition to the alumina, coke, and other materials needed to produce aluminum, coal or another fuel will likely need to be shipped in. Or it could mean a nuclear power plant. In any case, the infrastructure will need to be capable of supporting large industry, and ports will need to handle the bulk materials. Skilled laborers are needed to operate the plants, and the increased technical knowledge needed to keep things running usually means a demand for better living conditions in the area to retain the skilled workers.

One of the main hazardous chemicals associated with aluminum production is beryllium (if I have correctly recalled the respirator requirements for entry into aluminum mills, that is) . That is a metal that tends to collect in rainwater and runnoff, so given the typical fresh water supply on islands, it could pose a health risk that would need monitoring. Other waste products are produced, but mostly they are those typical of electrical power generating stations.

In my experience, aluminum mills are among the cleaner industries involved in metal production.
