The best place for such a fan is at the highest point in the room, to blow the warm air directly outside, to be replaced by cooler air from outside. If you can't do that, next best is an exhaust fan anywhere else, and an open door or window at the opposite end of the room, again to let in cooler air from outside. A ceiling fan moving the warm air down is helpful, but only if you have cross ventilation to draw it outside.

All depends on where the fan is and what the temperature is outside. At night I put a fan in my window and it brings all the night cool air in. My room is about 10 degrees colder than the rest of the house.
