When you get a black eye (or a bruise) it's because blood vessels have broken.
Ice is cold, and the body doesn't like cold stuff -- if it gets too cold, hypothermia sets in, and we have to shiver to get warms . . . so, to stop that from happening (the body is such a genius, even without our help) when the body senses something really cold (like ice) it sends a message to all the blood vessels in that area to get really tight . . .so they all shrink up, and less blood is able to seep out into the space, because it can clot more easily when the space is small.
It helps with swelling in the same way . . . swelling is the body's way of healing -- if there's an injury, it gets warmer and larger because the body pumps a bunch of extra blood there so that the vitamins, sugars, and proteins that are needed for the area to be fixed can arrive in a timely manner. When we put ice on it, we tell the body to shrink those blood vessels. . .
do you see where that gets us?
Even though swelling sucks, and can be painful and uncomfortable, it's really important in the healing process -- because it helps the body to recognize that there's a problem and get the material there to fix it . . . that being said, we have to find some common ground between hurting like heck because of the pressure from the swelling, and hurting a little because that injury hasn't healed quite yet.

The point of ice is to relieve swelling in an area and to numb the pain. Ice would work for the pain, but if it got swollen now, there's no way ice will bring it down. Sorry. I would ice the wound, though. It can't hurt, and it might save you some pain.
