it's because there is a mexican wrestler called Cibernetico and he calls himself the "God" of lucha libre and they make horns because he leads a team called "Hellbrothers" and his entrance song is Seek n Destroy played by mettallica and the announcer says OHE-OHE-OHEOHE-
Ciber,Ciber!!! (in Mexico de "i" sounds like "E" in englis so it could be pronounced by u north americans CEBER!!)

and they do that because he is the leader of AAA (the company but also a Faction) against the Outsiders legion(non mexican wrestlers that work in AAA)

the OH-AHy_OH-Ahy_OH-Ahy_OH Aye_ its like some kind of cheer here in mexico it is used also for the Soccer teams it has nothing to do with nacionalist 'cause Mexico is used to be Nacionalistic
