It's the title itself, The Order of the Phoenix. Dumbledore's Army was the name given to the group Harry and Hermione assembled to teach themselves Defense Against the Dark Arts.

The Order of the Phoenix (that's the organisation), and Dumbledore is also their Secret-Keeper. But Harry, Ron and Hermione make one up at Hogwarts called DA, aka Dumbledore's Army.

Well.. The secret society led by Dumbledore is called The Order of the Pheonix (the order for short).
Then there's the other society of kids led by harry called the DA (dumbledores army) and they practice in the room of requirement because they are not being taught how to defend themselves...

Dumbledore doesnt create it. Harry Potter and his friends created it to learn because the new prof was strict.
They only named it Dumbledore's Army to scare the rest.
