Is this stuff effective ? I see it at Walmart and Home Depot. Anybody had experiance with this stuff /

The amount of vibration & flexing on an aluminum boat makes it almost impossible to seal with sealants. They normally work for a short while, then start back leaking. Having the leaks welded up is best solution if you want it to be leak free.

Probably, it is very tough and waterproof. Make sure you clean the surfaces very well - soap, water, alcohol.
You might also wish to look at Plastic Aluminum.

Use "5200" marine adhesive/sealant it's waterproof AND FLEXES, as mentioned above, welding it is the CORRECT way to fix it.
